Short answer: importing a car from Europe to Morocco always follows three separate steps: getting the vehicle out of the country of purchase (deregistration, plates, proof of export), bringing it into Morocco (customs: MCV, duties, VAT), then homologating and registering it (NARSA). The exit rules change from one country to another; Morocco’s rules do not change according to the country of purchase. Buying in Europe does not make a car originate from the EU.

To find out the exact amount of duties and taxes, use the official calculator of the Administration des Douanes et Impôts Indirects (ADII): https://www.douane.gov.ma/mcv/

This guide compares the mechanisms described by each country’s official administrations; each country guide gives its sources. It covers neither Italy nor the Netherlands, for lack of re-read official sources.
What is common to all countries when importing a car from Europe to Morocco
- The country of purchase is not the origin. The reduced or zero import duty provided by the Morocco–EU agreement requires a vehicle originating in the EU, a tariff line that provides for the preference and a valid proof of origin. A car assembled elsewhere and sold in Europe does not qualify. See EUR.1 and origin (FR).
- The taxable value comes from the MCV of ADII, not from the invoice: see the MCV guide.
- The age limit and the regimes (ordinary law, MRE, permanent return) do not change according to the country: five-year guide.
- The document lists for purchase, customs and NARSA are three distinct lists: customs-clearance documents.
- The VAT of the country of purchase is not an assured refund. Each administration re-read frames the export exemption with conditions and proofs.
What changes from one country to another
| Country | Administrative procedure | Driving before departure | Point of caution | Guide |
|---|---|---|---|---|
| France | Certificate of transfer (cerfa 15776), declaration of transfer to ANTS by the seller, export declaration to customs | Used vehicle exported under its current registration; CPI WW possible in some cases | The official pages diverge on the export proof document: to be confirmed | France |
| Belgium | X plate (30 days) at the DIV for a buyer resident abroad | X plate, original documents, temporary insurance | Plate deregistered automatically at expiry | Belgium |
| Spain | Baja definitiva por traslado at the DGT, then customs for an exit outside the EU | Green plates (60 days) or towing; no driving after the baja | 90 days to leave the country; ITV if over 4 years old and destination outside the EU | Spain |
| Germany | Export plates (Ausfuhrkennzeichen), proof of export for VAT purposes (UStDV) | Export plates tied to the insurance, one year at most; short 5-day plates for transfer trips | Net or gross price, margin scheme | Germany |
This comparison describes official mechanisms, not a guarantee: the administrations update their pages, and several of those we cite date from 2020 or 2021. It does not say which country is “the cheapest”: no transport price, plate-tax or agency fee is published here.
How to choose the country of purchase
The country of purchase is chosen on the vehicle (condition, history, total price), not on the export procedure: the latter can be organised. Before paying a deposit, check in this order: the age and the regime, the MCV value of the exact version, the possibility of receiving the documents (see the pre-purchase checklist), then the total cost (see the cost guide).
Electric, hybrid, utility
The country of exit has no effect on the tariff line: the import duty of an electric or hybrid vehicle depends on its line, not on the country of purchase. See electric car and hybrid car.
After arrival in Morocco
Customs clearance, technical inspection, identification and individual type-approval (réception à titre isolé), then the registration certificate: the path is the same whatever the country. See the used-car guide, the NARSA guide and the assisted estimate (FR). The arrival formalities at a specific port (Tanger Med, Nador) are not covered: we have no re-read official source.
